ccApp.exe does not run on start up like it's set to in:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunI started the Task Manager and tried to manually run ccApp.exe from:
C:\Program Files\Common Files\Symantec Shared\
It would start for one second and then be killed by something else. I imagine this is a virus of some sort. I updated Norton Antivirus anyway using Live Update. I rebooted as needed and ran Live Update until it told me there was no new updates. I went to the Symantec website and downloaded the Intelligent Updater update and installed it. Still nothing found and still unable to run ccApp.exe. I installed Webroot Spy Sweeper and updated to the latest spyware definitions and ran a full system scan. Spy Sweeper found several spyware and got rid of them. I still cannot run ccApp.exe and therefore cannot run Auto-Protect nor can I run E-mail Scanning.
I checked the Event Viewer and there is nothing on ccApp.exe and its lack of starting up.
Okay, I detailed this to a T so hopefully questions on completely obvious things I could try will not be asked. Thanks.

Are you running a firewall? If so, there might be a conflict, especially if you're running Zone Alarm.
If not, this might be an obvious question, but have you tried Symantec's Online KB?
