Can't use Run As on user account

Hello, I get this message: "Access to the specific device, path or file is denied" when trying to run as administrator on a restricted user accout. Using the administrator account I added the Users group to Local Security Settings -> Local Policies -> User Rights Assignment -> Impersonate A Client After Authentication but unfortunately that didn't help & I still get the same message. Any ideas?

Make sure the Run AS service is starting under services, if it is disabled or not on you will not be able to use the Run AS command

What are you trying to run with the "Run As" command? Are you sure you're authenticating properly when typing in the Run As account info?

Consider Runas Pro 3 as a replacement for the MS Runas which has some bugs.

Thanks for the services advice, I checked it and found that indeed the Run As service is set to manual & the restricted user cannot start this service. Do I have to (as administrator) to set it to automatic or is there a way to give the restricted user the permission to start this service?
