Can't run MSN messenger

I'm using a pc at my school. I can run MSN messenger before but now everytime that I click on the icon there is nothing come up at all. I'm wondering if there is sth wrong with my pgm or the admin blocks me to run the pgm.

is it possible because another case, like updating with new version although it's not the admin? but I think if admin the one who did it it should work.
