cant make any more users in AD

please help i cant make any more users in the active directory because it says

windows cannot set the password for 'user'
the password does not meet the password poiicy requirements. check the minmum password length, passowrd complexity and passowrd histroy requirments .

but there are no password policys set in the group, or domain security policys.

what shall i do? ahhhh we have 7 new emploees and they cant be setup with accounts. Please help!!!

You have a setting in group policy that is
stopping you. Make sure you check the
policies. I know you said there are no
policies, but obviously there are. Set
everything back to not remembering previous
passwords, password complexity and all
that. Also remember since it is a domain
controller that checks this, be sure to
look at the Group Policy settings in the
Default Domain Control OU. That is the
setting that will apply. It will take
awhile for the policy to apply after you
change it too.

That is where your problem lies. I know it
can be frustrating but be sure you check
the default domain controller OU. I'm
guessing you may have missed it there.
