Can't log into Windows Domain

We have five locations running Windows 2000 SPK 4 Active Directory. All locations has a Domain Controller. Now the problem is, when the site looses Frame connectivity, they can no longer log into the domain until the connectivity is restored. The DNS seems to work fine, but why can't they log into the domain if they cannot see the PDC emulator. All systems are running Windows 2000 Server and/or Professional.

Which servers contain a copy of the Global Catalog? At least one server in each location should.

Thank you. At least one server (DC) in each facility contains the global catalog. We use active directory integrated for DNS. There is a top level in the forest. For instance: the first tier is "domain.com" the second is "usa.domain.com" Each DNS has a forward lookup to go to the next tier if it fails to locate locally. We were looking to see if that was the cause, but the zone exist on the local server.
Has anyone come across this problem? Any suggestions...
