Can't delete ISAPI-filter dll file after it has been removed from the IIS properties

I have made an ISAPI filter for IIS 5.0 and added it to the IIS property tab for ISAPI filters. When I remove it and try to delete the dll file itselves I get the message 'Access denied. The source file may be in use'. I have checked the registry to see if any filters are specified under HKEY_LOCAL_MACHINE\CurrentControlSet\Services\W3SVC\Parameters\Filter Dll's\ bu this entry is empty.
Can anyone help ?
