Can't connect to network printer

I disconnected a network printer from one floor and moved it to another floor. When I plugged it into a different switched which is trunked to the main switch it worked fine, everyone could print to it. When I went to move it back to the original floor and plugged it back in it didn't work. Now no one can print to that printer or the network printer on the floor above. (all connected to the same switch) All IP & Subnet info has remained the same. I have no idea what to do and my entire company is pissed at me. Please help, I’m only a software support guy. We currently don’t have a network admin, I logged into the server and it says NTP couldn’t start but I don’t know if that’s related. The main server says that there are failed prints to the printers, obviously.

OK #1:The printer has an IP Address in it. You need to make sure that it is set to a static IP and then you need to goto a terminal and goto the command prompt. Ping the ip address of the printer. ***If you dont get a response then its a bad cable, port on the switch/router or a bad port on the printer.***. If you do get a response, go into the printers and faxes area of the control panel and delete the printer and make new one. Select add new printer and select a local printer and remove auto detect option. Click next and choose 'Create a new port' select 'Standart tcp/ip port'. Add the IP address of the unit (make sure that the ip address is now static if it wasnt before)and enter the ip address and install the appropriate driver for the printer and do a test print. If it works follow the same steps for every computer there. Then dont touch the system ever again unless you get paid more money for doing so. Its not worth it.
