Can't boot in Safe Mode to Defrag or Sca

I am unable to boot into safe mode. It freezes while in the black screen right after all of the bios checking is done and it says windows is starting. Usually white squares march across the screen to the right, but it is just a solid line. I waited about 20 minutes before I shutdown the computer with the Off switch held in for a few seconds.
I am using Win2k with SP2 installed and all current Windows updates installed. Hardware: AZZA P4XA-AV Mb with Via P4x266a chipset. Pentium 4 1.6 Processor 512 DDR memory RIVA TNT2 w/M64 chipset PlexWriter 12/10/32 CDRW IBM 20 Gig HD 7200 RPM ATA 100

Are you booting into Safe Mode because you're having a problem? If so, what caused the problem? Try Enabling Boot Logging at startup (a Safe Mode option). All start up drivers and services are loaded one by one which will help narrow the problem down for you
