can't add users

Hey folks -- I've got a problem trying to add users to a Win2K Pro install. New users are added no prob, but when you try to log in, get a "User Environment" message saying first "cannot copy file from C:\Documents and Settings\default user\templates\wordpfct.wpg" to the same directory except for the new user. It's not always that file either. Thought it may be an MS Office issue, so removed it, didn't work. When I close that dialogue box, then get "cannot log you on because the profile cannot be loaded" and "process cannot access the file because it is being used by another process". Then it just goes back to the login screen. Also tried making new users Administrators, didn't work. Tried deleting the users and re-adding them, didn't work.

Is this a new install of Windows 2000, or an existing installation?
Are you using Computer Management to add the users, or the Users applet in the control panel?
When you create the users, do you only simply create a new user and give the user a password, or do you do some additional steps as well?

if your win2000 has more than one profile file, you can copy your using profile to default user logon to administrator and then copy to profile to default
