Can't access Disk Management

I get an internal error "FAILED connection to Logical Disk Manager Service" when trying to access Disk Management from an adminstrative account.
Logical Disk Manager service is started and set to automatic and Logical Disk Manager Administrative Service is set to manual but doesn't start. When I start is myself it doen't help and I still get the same error and can't use Disk Management utility. (There is a blank window).
What can cause that?
