can't access C-Drive at all

One of my users must have set some permission that other users can't access his c-drive.The problem is nobody can't anymore. Even me,as the admin,I'm not able to change the sharing permissions.Error messages coming up(not able to set new permissions). It is so bad that you can't open any programs because they can't get to the c-drive also and execute the program.
Does anybody know what to do,I never had anything like this before.

You should be able to correct the situation by logging on to the machine with a local admin account. It sounds like the user has removed the local admin accounts on the machine in question (believe me it happens)The probable solution is to strangle the end user, but before you do that have the end user log on and do your repairs while he or she is logged on.
BTY, You may want to remove the end user as a local admin on this machine.

Wipe the machine and reload it. Give that particular user only USER privileges and tell him if he attempts to circumvent the Security settings, you'll report him to Management.

Ditto Jennifer . . . as the administrator you should clamp down on ALL user permissions! If they have a problem with that then they suffer the consequences (sp). After you wipe the drive (they loose anything they saved . . . their bad) give them ONLY user privies and let them complain (to your inner child) about how they aren't able to change any settings. Inform them that you have a job to do and preventing them from screwing with the company's propety is only a small part of your massive responsibilities. Live long and prosper . . . . . GREATLY!
