Have you tried to hold down the power button? SOmetimes it takes a while, so hold it in and see what results you get?

A lot of computers require you to hold in the power button for at least four seconds in order to shut down

i have this problem often at work. does it say that it is still applying settings? certain programs hog so much memory that they literally cannot finish with a simple shutdown. i have also found that shutting the comp down after saving files by using the power circuit board doesnt seem to hurt anything. as long as you save your files first, you can literally pull the power, and it doesnt change then next startup.
