I began having this issue on a windows 2000 machine a few days ago.
I've managed to open the registry via a batch file and found that all of my settings are correct.
i was able to scan my computer for viruses by right clicking on my computer and selecting the scan computer option. Nothing was found.

If you can't run .exe files on a Windows 2k machine, how the heck did you wrote this post? :o
Could you be just a little bit more specific about the files?

Because people post from machines other then the one they have the issues with.

A batch file can't open the registry. Only an executable can. Between that and the AV scan your assessment of the problem ie. can't run exe files is invalid. You can run exe and programs.
Question you have to answer is specifically what programs can you not run. What is the error when you do run them? Are you on a domain and have you talked to your network admin about this issue?
