Cannot log into Windows Domain

We have five locations running Windows 2000 SPK 4 Active Directory and a Global Catalog server in each site. All locations has a Domain Controller. Now the problem is, when the site looses connectivity to another location, they can no longer log into the domain until the connectivity is restored. The DNS seems to work fine, but why can't they log into the domain if they cannot see the PDC emulator. All systems are running Windows 2000 Server and/or Professional. Any help greatly appreciated

To truly diagnose this problem we will need a whole lot more information.... But, to work around the issue set the workstation's local policy to cache a number of logins (I use 10)...
