Cannot load COMMAND, system halted

OS: windows 2000 professional
CPU/Ram: Celeron 900MHz / 256MB

I found this game that I absolutely love, but when I get to this same event every time I get:
Memory Allocation Error
cannot load COMMAND, system halted

and I have to shut down and restart the game.
Ive looked at alot of articles about NTVDM and I even went as copying autoexec.nt and configsys.nt to same directory as the game, and changing some of the options in the autoexec.nt file.
I just dont understand how the largest part of the game works but just this one small section doesnt.

Any help would be greatfull!!!

Just a thought, but have you checked if there are any patches/bug fixes for the game?

its a very old KOEI game, so I've looked but nothing much about trying to run the game in w2k or xp...Ive tried it on a 95 and 98 machine and it runs beautifully, thats what got me hooked.
its called Uncharted Waters 2: New Horizons

If it were me, and I wanted to run some old 16 bit based program, I'd use a 9x machine.

I would but I dont have access to that OS where Im at. would changing the ComSpec make a difference? Im not sure if its a problem with it running the program or if its calling out to another file, which is in turn causing that error.
