Cannot delete any folder

Can any one tell me how to delete those folders.. I tried to delete folder from normal window and says it's been used by another program even I just make one.. I scan my computer with adware and spybot but couldnot find anything.and scan antivirus if thereis any virus

Have a look in task manager and see what's running. something there must be accessing or scanning all folders (it could also be an AV but this is unlikely).

These identify specifically the process locking a file or folder, a very irritating characteristic of Windows- try cutting all files out of a folder, then deleting the folder- you can't.
Then GiPo@moveonboot and similar can help with specific cases.
