Cannot access web pages via ssl....

I cannot access website using "https://"

The problem is that windows update
queries the update catalog from https://v4.windowsupdate.microsoft.com/getmanifest.asp
And of course it can't find any updates, because it can't access https sites.
If we can figure out why we cannot access https:// sites, then the problem should be resolved.

I have check my ssl config in IE and both 2.0 and 3.0 are both enabled. Other servers behind the same firewall are able to access these sites, so I don't think it's a proxy issue with port 443.

Experienced this twice the cures were respectively:-

1)http://support.microsoft.com/default.aspx?scid=kb;en-us;Q302109

2)A problem with 128-bit encryption or SGC on my box - can't remember how I resolved it

It might be one of these .........
