The subject tells it all. Can you reinstall from Winnt.exe from safe mode.

Windows 2000 cannot be re-installed from Safe Mode because certain services must be started in order for setup to configure the system properly. For example, the Windows File Protection (WFP) service must be running. Files used during GUI-mode Setup must be verified by WFP and if the service is not started, the install will fail.

Some services fail to start because when Windows is booted into Safe mode, a dynamic registry key that exists only in safe mode- and is removed when the computer is shut down or rebooted- is written to:

HKLM\System\CurrentControlSet\Control\SafeBoot\Options

When the key is present, only certain services listed in

HKLM\System\CurrentControlSet\Control\SafeBoot

are started depending on the value in the Option registry key

Unfortunately, you can only "repair" or do full install from the W2K boot disk(s) so if you are having a problem and only want to re-install the OS you may be out of luck
