Reply: (edit)When you get to the screen that allows you to choose safe mode, choose the option command promp only. At the prompt, type scanreg*space*\restore. This will give you the option to restore your machine to 5 days ago. Choose a date when the machine worked and choose restore.

Reply: (edit)You could boot into the recovery console and kill the offending service. Or you can perform a parallel install of the OS to get back into your system. Or you can call Dell, but all that they will tell you is to run fdisk and then reinstall everything.
