Are you actually tring to browse? Just dialing up does not display a page, you have to request a page after dialing and connecting. You may know this but you were not specfic with your question.

When you are dialling to your ISP, did you got connect, if you do get a connect, did they assign you an IP address? to check see if you getting an IP address or not. Click Start --> Run --> type in cmd and press enter. from dos c: or d:\>type in --> ipconfig.
if you do not an IP address asign that is a reason why your browser gave you a blank page. Try to disconnect and connect it again if it doesn't work, check your dial-up tcpip protocol to make sure that it select 'Obtain an IP address automatically'. if the problem still occur, contact you ISP support.
