Bizarre dial-up issue

I am having a problem with any form of dial up connection I try to use. I have tried three different ISPs and dialing directly to our mail server, and every time it either just hangs for several minutes and then disconnects, or it gives me the error "The handle is invalid" or "The network request is not supported."

I am running Win2000 Professional on an IBM thinkpad. None of the ISP accounts I have will get through.

Anybody gets these errors before, or have any ideas for me to try. I have re-installed TCP/IP, run win2000 emergancy repair and re-installed the dialer software for the ISP I was trying to use in the first place.

Is there a firewall or proxy issue you need to look at?

I don't think so. We have a bordermanager server on our network, but the login script is set to remove the proxy settings if a user is not logged into our LAN. And even then, if the settings stay for some reason, which they have in the past, it doesn't prevent them from dialing in and connecting, it just won't allow them to access the web until they change the proxy settings.
