Bad Start Menu

OS: windows 2000
CPU/Ram: Pentium III/512

Window 2000 professional. I cannot place a shortcut in the start menu and when I move my cursor upward into the start menu items I get an error that explorer.exe has generated errors. This only happens when the ouse is at the bottom of the shortcuts on the Start Menu. I can access the programs and load them if I don't stop at the bottom, but I cannot insert any new shortcuts. Everything else on the machine seems to be working fine.
I saw one fix that says to delete the Start Menu folder and restart and the Start Menu will reinstall. I have more than one Start Menu folder. One of them--when I open it the same error occcurs. I tried to delete that folder but it says it is part of Windows and won't delete. This is very frustrating, mostly because I cannot insert any new shortcuts on the Start Menu. I can delete the ones that are already there, however.
Can anyone help me with this?

In addition to the above problem:
To get around the problem I put an empty new folder on the desktop and figured I would move the shortcuts from the Start Menu to the new folder. when I got to the 3rd folder I moved successfullly the entire Start Menu became inacessable. Now wen I click on the
Start Menu I get the error "explorer.exe has generated errors etc"
Will I have to reinstall Windows (again) to fix this? Maybe I should try installing Linux OS this time?
