Back up DriveImage .PQI file to CD

I just created a Drive Image .pqi file of my primary partition, and saved it onto a secondary partition of my HD (my OS is Windows 2000).
Now I can't copy my .pqi file ANYWHERE -- not onto a CD, or even to another partition. The error is:
Cannot copy BACKUP.PQI: Access is denied. The source file may be in use.
I don't get it -- Drive Image itself is not running! The file is not locked, and booting in safe mode is no help.

Log on as administrator Right click on your .pqi file, select Security, add the appropriate user(s),and set the permissions for that user(s) to Full Control. Click apply, okay.
