I am trying to implement Microsoft SUS (Software Update Service) within a domain environment.

I have successfully set-up a SUS server and downloaded all the fixes/patch. To achieve this you need to configure Windows Update within the Group Policy

This should be under Computer Configuration --> Administrative Templates --> Windows Components but unfortunatley, no WINDOWS UPDATE section exists under my Domain's Windows Components

How do I install/apply/restored this option?

Background Info : Running Windows 2000 Server with SP4 and AD

You need to update the Admin templates in order to get those options. Search the Microsoft website or else hop onto an Windows XP SP2 machine and create the GPO from there (I think it will kick those up to the domain GPO by default)...
