Asus A7A266 motherboard CPU fan

I'm trying to install a new Asus A7A266 motherboard with an AMD 1 gig cpu. The cpu fan is not coming on. I have had this problem with two different cpu fans on two different motherboards. The power supply is 250W from Enlight Corp AC Input 115/230v frequency 60/50Hz Max load 250W +5VSB 1A
I also noticed that the chasis fan does not come on either. Is it the power supply or am i just getting unlucky with motherboards or cpu fans? The IDE LED does come on so there IS power going to the motherboard, just not to the fans.

You should have at least a 300W power supply, I would make sure all connections are correct and securely attached to the motherboard, with the correct three wire fans.
