Applying Security Policy

Old question without an answer in forum, does anyone have the answer now? Applying Security Policy sits for a long time when booting up.
I went to local policy and got the message below, is this my problem or normal when empty?
Windows cannot open the local policy database.

An unknown error occured when attempting to open the database.

Any Fixes?

DHCP server setting is on automatic change it to manual.
Control Panel,Admin Tools,Services, right click DHCP Client, properties, change startup type to manual.
