Applying Security Policy

Old question without an answer in forum, does anyone have the answer now? Applying Security Policy sits for a long time when booting up. I went to local policy and got the message below, is this my problem or normal when empty? Windows cannot open the local policy database.
An unknown error occured when attempting to open the database.
