applying security policy

Booted up computer this morning and at the screen "applying security policy" the screen froze along with the mouse.
I have not touched anything in this area since the W2K system was installed a few years ago.
W2K is on a P2P network with router/hub/dial up modem set up.
Ctrl/Alt/Del and Esc would not work so hit reset. Computer restarted and did a file check on C: and got to "applying security policy" with the mouse still moveable and the motion bar on the screen moving. Left like this for 6 minutes but it would not continue with the boot process.
Hit reset and did F8 butin safe mode it only booted as far as "applying security policy" with the mouse still moveable and the motion bar on the screen moving.
Did auto repair and manual repair off 4 floppies but still could not get past the "applying security policy" point.
Booted of W2K Cd and got "INF file txtsetup.sif is corrupt or missing. Set up cannot continue"
Booted off 4 floppies again and reinstalled W2K but it wiped most of my other thing off the drive.
Restored my 4 day old Drive Image backup where fortunately I did not have anything of importance lost in the last 4 days.
Searched web and MS but could not find anything specific on this problem.
Would a different recovery procedure have got me going again with out loss of data.I thought this is where W2K excelled.

If it was some sort of configuration change, a simple Last Known Good Configuration boot should have worked and saved you lots of troubles. Other than that if you had backed up your System State previously, you could have run a Backup of the System State and restored your machine...

I'm not fully sure exactly what the problem was, so it's hard to say if you wouldn't have to of resorted to that or not.

And Windows XP is a little more robust and excells at this more so than W2K if that's what you're looking for...
