I am working on a network and would like to restrict one user from accessing the Internet but allow them access to the Intranet. I know this can be done through the gpedit.msc settings. Can anyone help please?

If they have no gateway, or an invalid gateway, which is in the TCP/IP settings, then they cannot access the internet.

That is correct. However if there is no gateway they can not access the intranet.

No, that is not true. If everyone is on the same subnet they do not need a valid or any gateway. Try it.
