If you mean the Resource Kit....it's freely available for download at microsoft's web site.....just go there and search "Windows 2000 Resource Kit"
If you're talking about the built in tools.....well , they're built into the operating system.
If you mean you want to add the Administrative Tools to the menu, simply go to: Start >> Settings >> Taskbar & Start Menu on the Advanced tab put a check in the box beside "Display Administrative Tools" They will then appear in the Start >> Programs menu as well as in the control panel

You can also go to the controll panel and launch them from there.
