Add/remove programs blank

I have an error in the Add/remove programs in Control Panel. The GUI comes up butis blank and does not list any programs at all. The close button at the bottom reads Cl&ose so I assume that something has also gone wrong with the code for the GUI.

Start looking through your Event Viewer to see what's starting to go wrong.....

I don't see anything in the event viewer. I even tried to get something to post, but nothing would. I've seen this before, but can't remember what to do to fix it. I have the same issue....
