Adding another root forest domain

I would like to create another root forest domain on top of an existing one in Active Directory. I am sure there is a way to do this, however I am unable to find what I need. I thought I could find something on this under "Domain Migration," however I am coming up with nothing.

Once you create a "root" of forest, you cannot create a higher level domain. You can create another tree in the forest. You can also create subdomains. You can also create a NEW forest, then migrate your stuff to that. This is why in the Active Directory "planning" section of every book it says to make sure you pick the root you want to have!
In 2003 there is some additional tools for merging AD forest, which may be able to do what you are talking about.

I would like to add another forest root to Active Directory. Basically, when i'm looking at Active Directory, I want to see the following:
Active Directory Users and Computers
+Domain 1 +Domain 2
