Is there a way to:

1. Disable Active Directory's requirement that passwords be set or changed
only over an SSL connection (I've set the dsHeuristics attribute for the
Directory Services object so that I'm using userPassword as opposed to
unicodePwd)

2. Allow anoymous searches from the root of the directory service

3. Set a domain wide policy so that all accounts that are created via LDAP
have the userAccountControl attribute set to 544 instead of 546 so that
autoprovisioned (via LDAP) user accounts are enabled upon creation
