how does dynamic DNS work?

if i change the name or IP address of a server, will DNS automatically "see" this via NETBIOS and make the update to DNS tables?

Depends on the server. If it's Windows 2000 and you have it registering with a Windows 2000 DNS server, and you have the DNS server to allow dynamic updates, then yes. It doesn't 'see' it, the client will report to it. Oh, it doesn't do it via NetBios either.
