How can I change my default "Send to: email reciepent" Email program? Its set at outlook express, i need it to be Outlook.

Any suggestions?

You can do this within Internet Explorer. Open the tools/internet options and click the programs tab. Now click the drop down next to E-mail.

I guess i didnt mention that this is in Access..

Does not or should not make any difference what program you are using. Once set the default email program will be run from any application.

Therefore see the Correct response from gregoryglen as above. You can also access this from Control Panel - Internet Options.
