90-second delays when surfing -ADSL

Hi all,
Lately I've been experiencing these huge delays when surfing - I click on a link but sometimes it can take up to 90 seconds or 2 minutes before the page begins to load. I have a 512/128 kbit ADSL line. It's like I can surf only during specific periods in a cycle.
Another thing: if I try to open another browser or some other program while waiting for a page to load, it won't open until the page starts to load. I've checked for any processes hogging system resources, but everything looks fine...
This started to happen only recently; up until a couple of weeks ago it was flying along.
