The Winmodem is not designed to run on the NT platform. You can go to www.usr.com or www.3com.com and you won't find the drivers for W2KP or WinNT4. You should go to www.microsoft.com/hcl and find a modem that is listed on the Hardware Compatability List. These are certified to work with Windows 2000 by Microsoft. They are certified because the manufacturers created and submitted the drivers for that hardware to Microsoft for certification and Microsoft certified that it works with Windows 2000. So save yourself some headaches and just go buy a new modem--make sure it's on the HCL!
