Hi My pc reboots itself in startup. It loads the splash screen with blue bar and then reboots. I know I can disable it but I cant even get into safe mode! It gives a blue screen for a split second and reboots.

have you tried a W98SE boot disk to at least get a DOS prompt to see if you can do anything from there? You can make one by going to bootdisk.com and following some of those links. Do you suspect a worm or virus?

boot in safemode and go to mycomputer-properties-advanced..and uncheck automatically reboot after bugchecking...
after that go to eventviewer and use your brain...
