Windows 95 does not support USB therefore it would be wise to fdisk/format the hard drive a with and start afresh from nothing see ensuring the hard drive is formatted FAT32, not FAT16 which has a 2GB partittion size:

Not sure where this

"md temp and press enter
xcopy /s *.* and press enter"

is going.

But once you partition, format and sys the HD, you can:

xcopy [CDROM drive]\i386 c:\i386\
[enter]
c:\i386\winnt
[enter]

M2

If at first you don't succeed, you're about average.
