2000 Firewall Issue

I'm currently having some issues with two new machines. The machines are of the same specs, and each are connected to a hub. The first machine has no problems. The second machine connected to the hub however does not want to be friendly with any internet things. Such as file transfers over aim, or DCC on irc. I looked, since I'm used to windows XP for the ICF but it's not in 2k I guess. There's only general tabs for everything, and I looked and noticed tcp/ip filtering is disabled. The thing that really has me confused about all of this is, we formerly had two 98 machines running with this hub and both were able to perform any and all internet functions easily. Maybe I'm missing something, since it's been so long since I've worked with 2k. Any advice is greatly appreciated.
