Is it possible to have one static public IP address and use it to host 2 completely different sites? eg (only) www.bobsfishing.com.au & www.frankswindows.com.au I want to use a Windows 2000 Server running IIS to host the sites. Is this possible or will I need to purchase a second IP address?

It is possibe. Do a search on using host headers in IIS.

Yes, it is possible. All you need is one Static IP Address. Then you can setup your servers even if it is 1 or 2 of them.

Actually this had nothing to do with creating IIS headers and renumbering your servers. You have to reserach DNS settings. This way the one static address you have can point to as many "addresses www.fred.com" as you want. I recommend the book Mastering windows 2000 Server by Mark Minasi. It is a technical process so a book like this will walk you through it.
