Someday I hope to have half the knowledge that most of you possess. I am in need of help and understanding.
I have a new Gateway 500s, 2000 MHz, and 256 ram.
When I click on CTRL, ALT, DEL it shows that my CPU is at 100% (the computer is slow). And there are no programs running.
This is a guess but, could any of the following be a problem?

Has the computer been like this since the day you got it? If it has probably contact gateway, the computer should be under warranty. If it hasn't, then download Lavasoft Ad-Aware and either Norton Antivirus free trial version, or AVG antivirus free version. Run those and see what it comes up with.

It was running fine until I loaded all of my old software from my other computer.
I have done a Norton Anti Virus. It is clean. I have emailed gateway waiting their response.
I will try the lava soft next.

No problem. What was some of the old software? Anything like KaZaA, Gnutella, Limewire, or any other file sharing programs?

You might have a service that is hanging. Right-click on "My Computer" and click "Manage." Expand "Services and Applications" and click on "Services." Click the "Status" field to sort the rows, and see if there are any that are hanging. If not, select each service one by one and click the "Stop" button at the top of the window. You should keep the task manager open also to see if the CPU usage goes down any. If you are able to find a problematic service, you can then search the net or post on here to find a solution.

When you tried ctrl+alt+del and looked to see if there were any programs running did you have a look on the processes page?
That give you a breakdown of all the services and programs running behind the scenes. Have a look at exactly which process is using the cpu and you may be able to do some searching on the net to see exactly which program it relates to and indeed if it needs to be running at all.
Running Lavasoft Ad-Aware is always a good thing to do as many programs install spyware without your knowledge.

Problem Solved!
Some programs may not automatically start after Msconfig has been run. However, most programs can be opened using a manual method. The issue you are experiencing may be the result of a program that runs during startup. To determine which program is causing the issue, follow these steps:
From the Start menu, click Run. In the Run dialog box, type: Msconfig, and then click OK.Click the Startup tab, and then click to clear each check box on the list.
After all items on the Startup tab have been unchecked, click OK, and then restart your computer when you are prompted.
Test for the issue.
Note: If the issue is intermittent you may need to test the computer, for that specific issue, until you feel comfortable that the issue would have reappeared.If the issue is resolved, follow these steps:
From the Start menu, click Run. In the Run dialog box in the Open text box, type: Msconfig, and then click OK.On the Startup tab, click to select the first check box in the list.
Click OK, and then restart your computer when you are prompted.
Determine whether the issue is resolved.
After you are confident that the issue has been resolved, repeat step 1 through step 3, but click to select the next check box in the list.
When the issue returns, the last check box that was cleared loads a program that is preventing Windows from working properly. After the item is discovered, leave it cleared, and then verify that all other startup items are checked. If the computer continues to function properly, reconnect any external devices that may have been disconnected in previous troubleshooting steps. If the computer still continues to function properly, troubleshoot the startup item that is causing the issue. A common troubleshooting step is to remove and reinstall the associated program.
