There was an error dialog box popped up when installing new win2000. It said mmcndmgr.dll was not copied during installation... I know this driver lib is used for MTS. what is the exact problem?

I have a problem with this file...when I try to load some System Tools (like Disk Defragmenter) I get the error message...
"MMC cannot create a node manager. Make sure the file Mmcndmgr.dll is registered"
How do I register it...I tried copying the file Mmcndmgr.dl_ to the \Windows\System32\ folder (by renaming it to .dll) but no luck I do I register it???
