It's not secret that IE is the worst browser. Unfortunately, its also the most common one. Currently the newest version is IE9, I would suggest installing that and then seeing if the flash shows up.

Yes, that's a great solution for the client, but what about others who view her website? It is php, so I did consider putting in a script to check what the visitor was using and just put up a photo for IE users and have a little message inviting them to switch to Chrome or Firefox to enjoy the Dynamic version of the site. Sounds like that's my best bet to ensure IE users see something.

If your client is running Windows XP, IE8 is the latest one available because IE9 is not compatible.

I would look to develop the website in HTML 5 instead of Flash. Not everyone installs the Adobe Flash plugin for one reason or another, and HTML 5 will in many ways replace Flash. Add in JavaScript, and I bet you could replicate that Flash slide show while allowing more visitors to see the dynamic content and increasing performance for everyone.

Apologies if I don't respond to your reply immediately. I don't check this site daily, but you're welcome to PM me as a reminder.
