I'm not even going to pretend that I understand what you're asking on #1. Ask again, this time saying just what this mysterious script might do.
As far as the second question, assuming that you're talking about a WYSIWYG editor, then Dreamweaver is probably about as good as FrontPage or any other program out there. I avoid them personally, so I can't comment.
