Where can I learn web site design?

Are the online tutorials sufficient? Free ones? [I don't mind paying if necessary.] There is a local community college course available, but not right away.

Also, I see that there is a great debate about WYSIWYG vs. html hand coding. Are there any opinions about that here?

I have found "pagetutor.com" to be an excellent tutorial explaining hand coding.

I can not ever remember a web page that would pass validation at "validator.w3.org" using a wysiwyg program.
