ok a few points to note:
1) on your index page.
You need to set a width value for your second table (where your links are) to the same as your heading table (761 i think?) otherwise it fills 100% and looks wrong at higher resolutions (i suspect you are using somewhere around 800x600 so probably didnt notice?). Alternatively put both tables inside 1 'control' table.
2) All of your tables (every page) look slightly too big for your background image, leaving a lime-green stripe down the right which looks wrong. You may want to reduce your table width by 5 - 10px or so.
3) Glossary page
Again a table width issue. You've set the table width to '100%'. Again at higher resolutions this looks wrong as your background image only works at a fixed width, around '750' i guess.

If you're going to use that background fix your table widths seems to be my biggest point. You may also want to reconsider your colour-scheme, i find the blue writing on that background a bit hard on the eyes (I see a 'background' theme appearing here!).

On a plus point all of your links work which is a great start for a first site, you'd be surprised how many dont!
You also have a reasonably consistant menu system which is easy to use, again that's good practice.
A promising start, you need to sort out your layout issues and get some more content on there. You will develop your own style and learn new techniques as you go.

If you want my honest opinion - the site is not very clean or well designed. I'll give you two pieces of advice.

1) Create a master template. There are some differnt issues between your pages that should not exist.

2) Watch the background that you use behind text - you never want to use a background that will clash with the text.

Depends. "Decent traffic" is wholly objective. And, are those actual PAGE views or hits? The fact that you have gone onto a forum, or several forums, to ask people to rate your site has basically invalidated your numbers anyway.

You still need to set the widths for the 'forum' page. Also the index page still doesn't line up correctly. Other than that it is starting to look better.
Try to get some more content on there to keep people interested. You may also want to consider some graphics for the same reason (yeah I know thats the hard bit!).
Regarding hits, if you want to increase your traffic you will need some sort of advertising strategy.
Advertising on here (which is presumably why you started this post!) is ok but most will just be 1 time visitors to check out your design. Register your site with search engines is also a must, however don't forget that this will increase your hit rate from bots at first not visitors.
Getting a site known can be a long and sometimes frustrating process, I would concentrate on your design more first otherwise you will just get visitors who dont like your site and never come back!

can you not remove those google ads they are highly annoying. your website still looks very amateur but it is your first website and it takes a lot of time to be able to create a good looking website. have a look about the web for inspiration thats how i finally got the look i wanted for mine
