My need is to create a web site which is work like a web site www.bravenet.com or www.sampa.com. Which basically create a web site for user and put it on server. So my question is any engine is available which helps me to give such facilities to create my web site. I just don't know from where to begin and what to use for it. Help me it's urgent. Thanks.

umh ... i think you are asking for a web editor to put a web site together ... you can use KOMPOZER which is free and available from http://kompozer.net/
or if you want something a bit more challenging, you could try content management software such as joomla from http://www.joomla.org

We don't want editor. We want to develop web site like bravenet.com. Is there any open source tool available (Moodle is available for LMS like that).After configuring such a tool i wiil be able to develop my site easily.

You cannot download dreamweaver from any site. You need to buy it. It does php and .net although I think there are other programs that handle .net better.
