You mean you want to create web page templates to supply to others? The site is your own as you must create original work not take from others, even in part. As for the program - how do you build your own web pages? If that one is good enough for you, why isn't it good enough for the templates?

using front page does not mean you are programming and or that you are a programmer, you need to use notepad for a month or so and ween yourself from using generated scripts,..

if you want to use templates then make them yourself, offer your would be clients a variety unlike anyone elses, which you could only obtain threw self production, meaning, mind to hand, vs copy to paste...
