How can i reduce the uploading time when trying to upload a large mp3 file ?

Well your speed for uploading is determined by your internet connection. Upload speed is always slower then download speed. If you wanted a speed increase then that would be something you would talk to you ISP about.

The only other factor is the server you uploading to. If it's busy or it's bandwidth is being maxed then this would slow down the transfer.

You could also decrease the size of the file (smaller is faster, both for you to upload and for your website's visitors to download).
