What kind of txt-messages do you mean? Do you mean that you would like to allow visitors of your site to send e-mail, or sms, or txt-message to other visitors, or txt-message to the page itself, (like a weblog or a forum)?

if it is sms, then basically you need to connect a cellphone to the webserver, unless you're using some paid service...
this sms gateway works under linux & apache: http://playsms.sourceforge.net/
if you're looking for the paid service, you should contact some cellphone network provider in your area :) <-- basically they'll allow your webserver to interact with theirs (sending/receiving sms')
